067 APOLOGIES FOR ABSENCE

068 DECLARATIONS OF INTERESTCouncillor Langmead declared that as both a Town and District Councillor that he will reconsider the applications at District level, taking into account all relevant evidence.                   
069 PUBLIC PARTICIPATION SESSION

None.

070 MINUTES

The Minutes of the Meeting held on 21 November 2012 were approved and signed as a correct record.

071 OBSERVATIONS ON 1/0997/2012/FULM

Councillors discussed the proposal of the construction of a photovoltaic solar array at land adjacent to Alverdiscott substation, Gammaton Moor, Alverdiscott. The Councillors were in favour of renewable energy and therefore the Council was in principle in support of the application, but the Council would ask for a full location plan to be sent in future in hard copy.

c.Application No 1/0974/2012/COU.  Retrospective application for change of use    of piece of land adjoining garden boundary.  32 Fulford Close, Bideford EX39 4DX.  Applicant: Mr D Barclay-Deane (same address).  Agent: None recorded.

RESOLVED: The application is refused as it is unresolved because the Councillors cannot reach a decision on this application as the change of use classifications are not specified in the documentation. The Council are concerned that this area of land is a potential Wildlife corridor or that it is a natural boundary between the two estates.

073 PLANNING APPLICATIONS – NOTIFICATION OF DECISIONS BY PLANNING AUTHORITIES
The Committee noted the content of those Planning Applications which had been granted / refused by Planning Authorities since the last meeting.

074 UPDATE FROM CLERK

The clerk explained that several decisions and proposals requesting observations are now coming via the internet.  Councillors were in consensus that a letter should be written to Torridge District Council again to emphasise that we wish to receive the applications in paper format.

The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 19.00 pm.
