Minutes of the Planning Committee Meeting held in the Council Chamber, Town Hall, Bideford on Wednesday 15 February 2012 at 6.00 pm

089 APOLOGIES FOR ABSENCE

090 DECLARATIONS OF INTEREST

Councillor Langmead declared that as both a Town and District Councillor he wanted to make it clear that he will reconsider the applications at District level, taking into account all the relevant evidence and representations at the District tier. Councillor Fulford declared personal interest in agenda item 6.f. (Tarka Board member).

091 PUBLIC PARTICIPATION SESSION

A member of the Public implored the Council to voice a rejection to agenda item 5, the installation of one wind turbine, access and associated works on land north west of Huxhill Farm, Weare Gifford.  He spoke on the negative impact to Bideford, the Torridge Valley and the home-grown economy.  He further questioned both the local and central government policies.  Concern was expressed at the proximity to dwellings, the impact of noise and the poor efficiency of turbines in general. A second member questioned the viability of the company behind the installation. A third member spoke on the damaging affects to wildlife, the detrimental impression on the landscape and nuisance issues associated with the shadow flicker and vibration.  Whilst there was guidance to help applicants there was little direction for those wishing to oppose the initiative. 
Concern was also expressed at the lack of consultation between developers and communities.

092 MINUTES

The Minutes of the Meeting held on 25 January 2012 were approved and signed as a correct record.

093 Application No1/0025/2012/FUL:  Installation of one wind turbine, access and associated works.  Land North West of Huxhill Farm, Weare Giffard, Bideford. Applicant: Mr Peter Lake,  c/o TGC Renewables Ltd.  Agent:  Mr Peter McLaren.  (Date received:  26 Jan 12)

After extensive discussion the Committee agreed upon the following response:

  • Extensive public consultation will be needed
  • Proximity of local communities need to be scrutinised
  • The effects of shadow flicker and noise need to be considered.
  • The Torridge District Council Planning Committee should deliberate upon the application in Weare Gifford.
  • The Committee remained unsure whether turbine was for the use of the applicant or if it is being put into the National Grid.  Members felt that it would not be viable if it was to be linked to the National Grid.
