Minutes of the Planning Committee Meeting held in the Council Chamber, Town Hall, Bideford on Wednesday 3 December 2014 at 5.30pm
PRESENT:   
North Ward:  Councillor Mrs A Brenton, Councillor P Christie (Chairman), Councillor D Fulford
South Ward:  Councillor A Inch (substituting for Councillor P Pester), Councillor R Wootton

063.  PUBLIC PARTICIPATION SESSION
None.
                   
064.  MINUTES
The Minutes of the Meeting held on 12 November 2014 were approved and signed as a correct record.

065.  E-CONSULTATION DEMONSTRATION
The Committee moved to the Town Hall for a demonstration of Torridge District Council’s plans to consult on planning applications through the internet, in the attempt to create a paperless consultation process.
Councillor Mrs Brenton and the Chairman agreed that the online documentation needed to be clearer and more organised, especially for applications that had large amounts of drawings, photographs and letters.
Councillor Mrs Brenton expressed concern regarding the public and councillors not having the internet, therefore not being able to access online planning.  The Chairman explained that the original paper applications would be accessible at Riverbank House.  He further explained that for any contentious applications, paper plans would be forthcoming on request.

The Committee returned to Chamber.

066.  PLANNING APPLICATIONS
a.    Application: No 1/1077/2014/FUL: Front extension. 84 Stucley Road, Bideford,  Devon, EX39 3EH. Applicant: Mr D Bissett (same address). Agent:.Mr P Ebsworthy, The Mews Studio, Northam (Date received: 12 Nov 14).

RESOLVED: That the application is approved.
(Vote – For: 6, Against: 0)

b.    Application: No 1/0869/2014/FUL: Extension & Alterations to Sports/Changing Facilities, Kingsley School, Northdown Road, Bideford, Devon EX39 3LY. Applicant: Mr A Stevenson (same address). Agent: Mr N Gale, RGP Architects Ltd, Baron Court, Roundswell, Barnstaple. (Date received 13 Nov 14).

RESOLVED: That the application is approved.

c.    Application: No 1/0872/2014/FUL: Extension of all weather pitch and new floodlights, Kingsley School, Northdown Road, Bideford, Devon EX39 3LY. Applicant: Mr A Stevenson (same address). Agent: Mr N Gale, RGP Architects Ltd, Baron Court, Roundswell, Barnstaple. (Date received 17 Nov 14).

RESOLVED: That the application is approved providing the following are considered:
    That the lights should be directed downwards
    That a curfew of 2100hrs is put in place
    That with the removal of mature trees, replanting is carried out to replace them

d.    Application: No 1/1012/2014/FUL: Over garage extension to form study. 5 Dursley Way, Bideford, Devon, EX39 3PZ. Applicant: Mr P Moss. (same address). Agent: Mr G Edwards, G E Designs, Ilfracombe. (Date received 19 Nov 14).

e.    Application: 1/1166/2014/FUL: Conversion to form two dwellings, Bideford Youth Boxing Club, 5 - 7 Silver Street, Bideford, Devon. Applicant: Ms L Bromell, 105 Chanters Road, Bideford EX39 2QU. Agent: Mr M Brown, EMA Ltd, Bideford. (Date received 20 Nov 14).

(During the course of the discussion Councillor Ratcliff left the room.)

RESOLVED: That the application is refused on the basis of the newly designed outdoor balconies overlooking private gardens.
(Vote – For: 4, Against: 1, Out of room: 1)

f.    Application: No 1/1185/2014/FUL: Demolish existing garage and build two storey extension together with internal alterations. 10 Trent Close, Bideford, Devon, EX39 4DW. Applicant: Mrs S Duxbury, (same address). Agent: None recorded. (Date received 20 Nov 14).

RESOLVED: That the application is approved.
(Vote – For: 6, Against: 0)

g.    Application: No 1/0578/2014/FULM: Mixed use development comprising of 52 residential units, approximately 763 sq metres of retail / commercial development, open space, car parking, marina (including managers accommodation) and associated development. Land At & Adjacent To Brunswick Wharf, East The Water, Bideford, Devon. Applicant: Mr S Maunder, 1 Down Road, Instow, Devon, EX39 4JU. Agent: Grainge Architects Ltd, Exeter. (Date received 24 Nov 14).
   
The Chairman stated that this application had been erroneously submitted to the Agenda.  Therefore this item was not discussed.


h.    Application:  No 1/1189/2014/FUL: Resubmission of 1/0120/2014/FUL to include additional bedroom to plot 8, Valley End, Hamilton Close, Bideford, Devon. Applicant: Mr D Lott, Grenco Ltd, The Stables, Annery, Monkleigh, Bideford, Devon. EX39 5JN. Agent: Fearnley Lott Architects, Annery, Monkleigh.  (Date received 26 Nov 14).

RESOLVED: That the committee reiterate the resolution from the previous consultation.
(Vote – For: 6, Against: 0)

(POST MEETING NOTE
It was discovered that the resolution had not been intended as it should be and the Chairman advised that this application would need to be looked at during the next Planning Meeting on Wednesday 17 December 2014.)
                   
                       
067.    PLANNING AUTHORITIES UPDATE BY CLERK
Members noted the decisions received from Torridge District Council since the last meeting.   
               
The business of the Meeting having been completed, the Chairman thanked the Members for their attendance and the Meeting concluded at 6.27 pm.
