b.     Application No: 1/0039/2014/OUTM. Outline planning application for up to 550 dwellings, a 1.9ha primary school site (including neighbourhood building), highway accesses (including the re-routing of Littleham Lane) public open space and other associated infrastructure. All matters reserved other than access. ADDITIONAL INFORMATION - (Environmental statement addendum part 2 and revised non-technical summary)-Regulation 22 of Environmental Impact Assessment regulation 2011. Land To The South Of Clovelly Road, Bideford, Devon. Applicant: Linden Homes c/o Agent. Agent: Turley Associates, Bristol. (Date received: 21 Feb 2017).

Proposed by Councillor Pester, seconded and

RESOLVED: That the application is refused as this Council does not believe that this site should be developed at all, in line with this Council's previous statement regarding the Local District Plan.
This Council is concerned that if this application is allowed that a fourth generation farm could be forced to close down because of the proximity of the new houses to the farm buildings and the statutory right of the inhabitants of the houses to complain about noise in the vicinity.

Members also have grave reservations about the drainage as the massive natural soak-away will be covered by concrete and all the water will flow into Jennets Reservoir. Members also considered that the traffic generated from this new estate and the adjoining one to the north could overwhelm Abbotsham roundabout.

Members expressed their opposition to the fact that this application no longer supplied 1.5 ha of land for commercial use.
