Minutes of the Planning Committee Meeting held in the Council Chamber, Town Hall, Bideford on Wednesday 21 February 2024 at 6.00 pm.

The Vice-Chairman requested that members note a minute of reflection to respect the memory of Councillor Peter Christie who had chaired this Committee for many years and had passed away.

083.   APOLOGIES FOR ABSENCE

Apologies for absence were received from Councillor Mrs L Hellyer (East Ward) – personal.

In the absence of the Chairman, the Vice Chairman, Councillor Bushby chaired the meeting.

084.   DECLARATIONS OF INTEREST

No Declarations of Interest were received at this point in the meeting.

085.   PUBLIC PARTICIPATION SESSION

There were no members of the public in attendance.

086.   MINUTES

The Minutes of the Meeting held on 31 January 2024 were approved and signed as a correct record.

087.   PLANNING APPLICATIONS

a.   Application No: 1/0066/2024/FUL. Change of use of ground floor to three flats with alterations and refurbishment; erection of external staircase to the rear; installation of flood barriers posts to openings on the front elevation. RESOLVED: That the application is approved.

d.   Application No: 1/0105/2024/FUL: Two storey side extension (Variation of condition 2 (Plans Schedule)of planning approval 1/0749/2023/FUL). Hyford House , Catshole Lane, Bideford, Devon. Applicant: Mr Woodroffe (same address). Agent: D & J May Architectural Services, Barnstaple. (Date received: 7 February 2024).

RESOLVED: That the application is approved but members wished the following points to be noted:

• That no waste from the proposed works is to be deposited on the Ancient Ford Woodland boundary or in the Woods.
• That no opening onto the Ancient Ford Woodland boundary is created.

RESOLVED: That the application is approved on the proviso that consideration is given to bats, wildlife and biodiversity before works commence.

088.   PLANNING AUTHORITIES UPDATE BY CLERK

Members noted the decisions received from Torridge District Council since the last meeting.


The business of the meeting having been completed, the Chairman thanked Members for their attendance and the meeting concluded at 6.18 pm.
